What is a Community Advisory Council?
Community Advisory Councils are independent bodies authorized to represent their communities by the San Luis Obispo County Board of Supervisors. The advisory councils review and make non-binding recommendations on planning matters such as land use policies, programs, permitting, environmental review and zoning for the unincorporated areas within the County of San Luis Obispo. They provide Land use recommendations made by the advisory councils to the Planning Commission, County review authority and respective District Supervisors. The Board of Supervisors and the review authority review and consider advisory council recommendations in the decision-making process. Advisory councils provide input and recommendations to decision makers on matters beyond land use policy and projects. However the District Supervisor, the Board of Supervisors, the Planning Commission, or other decision-making body consider advisory council input that's outside the scope of land use policy.

The Board of Supervisors has authorized eleven Community Advisory Councils. LOCAC, comprised of residents, volunteer their time to represent their community's interests with the County planning process. The Department of Planning & Building assigns a staff liaison to each community advisory council. They serve as a contact between the community and the Department.

The County of San Luis Obispo has many different communities thanks to the dedication and involvement of many caring residents who have participated in the planning process.

The Los Osos Community Advisory Council is the voice of the community for all land use issues affecting Los Osos. Thus an 11 member volunteer group advises San Luis Obispo County's Board of Supervisors, County Planning Commission, and County staff. Furthermore they advise on land use planning, trees & landscaping, traffic and circulation and other important issues that affect Los Osos. LOCAC has a voice in protecting Morro Bay and the sensitive environment surrounding the community.
